What does it mean, in practical terms, to make public administration more modern and efficient?

"What PA lacks today is a policy design approach for policies and services that put the user experience of the citizen at the centre. This trend can be reversed, but new skills are needed. And this can also be achieved thanks to the PNRR: with a look at the Italian and European panorama and also at some good practices in Lombardy."
